I did not test FaceTime, but I assume it works, as well. I did test with iMessage specifically, and I can confirm it works with a managed Apple ID from Apple Business Manager. The plans for iMessage and FaceTime were not yet documented, so not clear during the base camp. Apple Business Manager has not yet been updated to support Azure AD integration, and it does not include the functionality to enable/disable iMessage and FaceTime for the organization, but you can manually create an Apple ID with the staff role and use that Apple ID for testing. Today, the Apple ID's created in Apple Business Manager are intended only for use in managing Apple Business Manager, but they will work for testing the managed Apple ID experience in iOS 13 / iPadOS / macOS Catalina.
